Roberts urges full financial support for the court

(AP) ? Urging full financial support for the U.S. court system, Chief Justice John Roberts said in his year-end report Monday that the federal judiciary, unlike executive branch agencies, does not have discretionary programs it can eliminate or projects it can postpone.

The judiciary has been doing its part to carefully manage "its tiny portion of the federal budget" and because the courts have already pursued cost-containment so aggressively, it will become increasingly difficult to economize further without reducing the quality of judicial services, said Roberts.

The chief justice's report came amid a New Year's Eve drama as President Barack Obama worked with Congress to avert the fiscal cliff. The White House and congressional Republicans agreed to block across-the-board tax increases set for midnight, but held up a final deal as they haggled away the final hours of 2012 in a dispute over spending cuts.

Virtually all of the judiciary's core functions are constitutionally and statutorily required, Roberts said in his year-end report.

"The courts must resolve all criminal and civil cases that fall within their jurisdiction, often under tight time constraints," said Roberts. "A significant and prolonged shortfall in judicial funding would inevitably result in the delay or denial of justice for the people the courts serve."

"I therefore encourage the president and Congress to be especially attentive to the needs of the judicial branch and provide the resources necessary for its operations," said Roberts.

In the just-ended fiscal year, the Supreme Court requested an appropriation of $75.6 million for judicial operations ? a 2.8 percent decrease from the previous year's $77.8 million. In the current fiscal year that began Oct. 1, the Supreme Court's appropriation request rose to $77.2 million, largely in response to new judicial security needs ? but still less than its fiscal year 2011 request.

In his report, Roberts said that for fiscal year 2014, the court will submit an appropriation request of $74.9 million ? a 3.7 percent decrease from its fiscal year 2011 request.

The chief justice said that in the 2012 fiscal year, the judiciary, including the Supreme Court, other federal courts, the Administrative Office of the United States Courts, and the Federal Judicial Center, received $6.97 billion in appropriations, representing "a mere two-tenths of 1 percent of the United States' total budget of $3.7 trillion."

Surgery successfully removes pellet from cat's face

WEST POINT ? Tennessee, a female, black, minx cat, is now safely resting at home after having a pellet successfully removed from her nasal cavity.

The operation was performed Dec. 19 by local veterinarian Katherine Borrett with the Millcreek Animal Hospital in Marriott-Slaterville, said Larry Hyatt, the cat?s owner.

?Tennessee is back at home and is progressing very nicely, thanks to this wonderful veterinarian,? Hyatt said in a written response to the Standard- Examiner.

About two weeks ago the Hyatts discovered their pet cat had been shot by a pellet from an air rifle.

Davis County Animal Care and Control continues to investigate the complaint.

The person who shot the cat, if caught, could be charged with a felony, Davis County Animal Control Director Clint Thacker said, because Utah law forbids intentionally harming an animal.

Thacker said the shelter gets at least two cats a year that have been shot.

The Hyatts have offered a reward to anyone who has information that would lead to the arrest of the person or persons responsible for shooting their cat.

Tennessee started coughing, sneezing and scratching at her face several weeks ago. When she wouldn?t leave her face alone, the Hyatts took her to Dr. Mary Smart, their veterinarian, at Quail Point Veterinary Hospital.

An X-ray showed a pellet near the cat?s eye and inside her sinus cavity, Hyatt said.

?Dr. Smart told us (surgery to remover the pellet) is above her skill level,? he said.

After a front-page story about Tennessee?s plight ran in the Standard Examiner, Dr. Borrett was made aware of the situation.

Tennessee became a part of the Hyatt family about nine years ago, after someone dumped her off near their home.

?She picked us,? Joni Hyatt said of the cat known as ?T?.

The Hyatts have other cats, but Tennessee is the only one that refuses to live in their home. She prefers the garage, they said. She usually stays close to home and doesn?t wander too far off.

?Other cats come into my yard, and I understand some people don?t like it when cats dig up their gardens, but they can either come see me or call animal control,? Hyatt said. ?You don?t shoot a cat.?

The Hyatts said they appreciate all the care and support they?ve received.

In a different case, Syracuse resident Joannna Reeder recently made a complaint to county animal services and Syracuse Police that someone shot her pet chickens and duck with either an air rifle pellet gun or a BB gun.

Police and county officials have been unable to substantiate Reeder?s claims.

But Reeder did take her wounded pets to the Wildlife Rehabilitation Center of Northern Utah, where the fowl were treated for wounds.

Windows 8 App Store Now Has 35,000 Apps

The Microsoft Windows 8 app store has only been on our radar since October 30 but already it has racked up 35,000 different applications.

According to tracking website MetroStore Scanner, the Windows 8 app platform has added 14,57 apps in the past 35 days. The Windows 8 app ecosystem now features 35,167 desktop based applications.

While 35,167 apps are available for Windows 8 only 22,000 are available in the US.

Microsoft?s new platform still lags far behind Google Android?s Play Store or the Apple iOS? App Store, however it is adding 415 apps per day.

At current growth rates the Windows 8 app store should reach 50,000 programs by February 1.

The app store debuted with 10,000 apps on October 30 but quickly added 3,000 more apps during the first week of release.

While 50,000 apps is nothing to balk at, that number is still far below the 100,000 mark that Microsoft?s sales and marketing vice president originally said the company was aiming for upon release.

Microsoft also predicted that it would sell 400 million Windows 8 devices by July, should sales pick up and that number be met the company?s goals of 100,000 apps could occur sooner rather than later.

The mobile market for devices has continued to cannibalize desktop and traditional notebook sales and ultrabooks with their ultra-high pricing have failed to buoy much of the mobile tech sector. Should tablets and smartphones continue to further erode away at traditional computing we could see Microsoft struggling to reach 100,000 apps.

    Bloody stool, pain and itchiness are all symptoms a hemorrhoids patient is likely to experience. Hemorrhoids are simply a swollen anal canal tissue due to its swollen blood vessels. Let me give you a brief summery of hemorrhoid cure information that you will find very useful.

    Irritation and itchiness can result in the surrounding tissues of a hemorrhoid that projects out of the anal canal.

Excessive pressure on the pelvic area can result in hemorrhoids despite the individual medical history.

    Pregnant women can worsen the hemorrhoids during normal delivery because the experienced strain.

    If you see blood or mucus on your stool, you might have hemorrhoid. Best results comes from the earlier consultations. Visit your doctor if in doubt.

    Severe cases might require a minor surgery. However, your doctor might prescribe a drug to strengthen the blood vessels if the hemorrhoid is mild.

    Prevention is considered the best route, you can forbid the recurrence of hemorrhoids. Some helpful tips to consider:

    1.Eat more vegetable and fruits and increase fibres in your daily diet. Good sources of fibres includes: Whole grains, brown rice and pastas, and quinoa.

    2. Prolonged sitting period is a risk factor for hemorrhoids. 90 minutes of weekly exercise can help in reducing the risk. Do not be lazy.

    3. Try not to be overweight, it is proved that above average persons are more at risk of developing hemorrhoids than normal weighted person.

    This is it, the last call.
    Borrowers who believe they suffered financial harm because of errors over foreclosure action taken against them in 2009 and 2010 by any one of 27 banks or mortgage servicers have until Monday, Dec. 31, to submit a form to request a free, independent review of what happened.

    If the Independent Foreclosure Review shows missteps, compensation or remediation may be awarded to the borrower in the form of a lump-sum payment, suspension or rescission of a foreclosure, a loan modification or loss mitigation help, correction of credit reports and deficiency records.


    Payments can range from $500 to $125,000, plus equity, for the most egregious cases.

    Since April 2011 when enforcement actions were taken by the Federal Reserve and the Office of the Comptroller of the Currency, the deadline for eligible borrowers to apply for this review was extended from April 30 to Dec. 31 by the Office of the Comptroller of the Currency (OCC) and the Board of Governors of the Federal Reserve System.

    The Federal Reserve imposed the extensions to encourage as much participation as possible.

    More than 4.4 million people had a foreclosure filing over those two years by one of the 27 firms ? 14 banks and 13 of their subsidiaries ? over the two years. Letters were mailed to alert consumers of potential errors due to such tactics as ?robo-signing.?
    Yet, only 5 percent of the potential beneficiaries sought a review before the extension was announced.
    Critics claimed the letters were too obscure or too technical for consumers to understand; others accused the federal agencies of flying the Independent Foreclosure Review program under the radar to protect banks.

    Even now, the number for filers is slim.
    As of Dec. 19, a Federal Reserve spokeswoman said there were 405,262 homeowners or former homeowners across the United States who filed for a review.

    As of Sept. 27, only 234,323 requests had been made for a review. Of 769,593 California borrowers who could be affected ? 78,222 in Riverside County and 62,643 in San Bernardino County ? only 42,402 requests had been made.

    In the two-county region, only 4,343 requests had been made by Riverside County based borrowers and only 3,661 had been made by San Bernardino County based borrowers as of Sept. 27, according to the OCC.

    Rose Mayes, executive director of Riverside Fair Housing Council, said she thinks the low response was due to a lack of awareness on the part of homeowners about the review process and a strong view by homeowners who?d lost their homes to move on.
    ?A lot of people either didn?t know they might be eligible for those funds, or, went on there way and tried to put that behind them.?
    Others say they were afraid their request for a review would preclude them from taking other actions related to their foreclosures.
    That?s not so: A servicer is not permitted to require a borrower to sign a waiver of the borrower?s ability to pursue claims against the servicer in order to receive compensation under the Independent Foreclosure Review.

    Borrowers are eligible for an independent foreclosure review if they meet this criteria:
    1. The property securing the loan was the borrower?s primary residence.
    2. The mortgage was in the foreclosure process ? initiated, pending or completed ? between Jan. 1, 2009 and Dec. 31, 2010.
    3. The mortgage was serviced by any one of the following: America?s Servicing Co., Aurora Loan Services, BAC Home Loans Servicing, Bank of America, Beneficial, Chase, Citibank, CitiFinancial, CitiMortgage, Countrywide, EMC Mortgage Corp., EverBank/EverHome Mortgage, Financial Freedom, GMAC Mortgage, HFC, HSBC, IndyMac Mortgage Services, MetLife Bank, National City Mortgage, PNC Mortgage, Sovereign Bank, SunTrust Mortgage, U.S. Bank, Wachovia Mortgage, Washington Mutual, Wells Fargo Bank, Wilshire Credit Corp.
    If you previously filed a complaint with these servicers about foreclosures pending during the review period, you may still seek an independent review of your foreclosure. There are no costs associated with being included in the review; the review is a free program. Beware of anyone who wants payment to assist you in connection with the independent foreclosure review or any other foreclosure assistance program.
    Letters were mailed out to potentially eligible borrowers in November and December 2011. If you believe you meet the criteria, but did not get a letter, call 888-952-9105 on Saturday from 8 a.m. to 5 p.m. (ET) and Monday from 8 a.m. to 10 p.m. (ET)

    Despite setting clean air targets, the city's smog problems have been increasing every year, and authorities have finally brought in measures to ban the highest-polluting vehicles.

    According to?Bloomberg?(via?Treehugger), that includes many of Hong Kong's 121,300 commercialdiesel?vehicles, responsible for much of the dirty air.

    Diesel particulate matter is a major component of smog, and is a concern for many cities around the world where old-technology models still roam in large numbers.

    (AP) ? The Mississippi River level is dropping again and barge industry trade groups warned Thursday that river commerce could essentially come to a halt as early as next week in an area south of St. Louis.

    Mike Petersen of the Army Corps of Engineers said ice on the northern Mississippi River is reducing the flow more than expected at the middle part of the river that is already at a low-water point unseen in decades, the result of months of drought.

    The river level is now expected to get to 3 feet at the Thebes, Ill., gauge on Jan. 6, a juncture that could force new limitations. Worse still, the long-range forecast from the National Weather Service calls for the river to keep falling, reaching 2 feet on Jan. 23.

    The Coast Guard remains confident that the nation's largest waterway will remain open. But officials with two trade groups ? the American Waterways Operators and Waterways Council Inc. ? said in a joint news release that even if the river is open, further limits on barges will bring commercial traffic to a halt.

    Thebes, about 150 miles south of St. Louis, is a treacherous spot for barge operators because of hazardous rock formations and a big bend in the river. The corps is in the process of removing the rocks but work isn't expected to be finished until mid- to late-January at the earliest.

    The trade groups renewed their call for presidential action requiring the Corps of Engineers to increase the flow of water from an upper Missouri River dam in South Dakota. The corps cut the flow by two-thirds in November because of drought conditions in that region, reducing the amount of Missouri River water flowing into the Mississippi.

    Michael Toohey, president and CEO of Waterways Council Inc., said that without the additional flow "we will have run out of time on this national crisis."

    The depth of the Mississippi is regulated by dams north of St. Louis, and the depth increases south of Cairo, Ill., where the Ohio River converges. But the roughly 180-mile stretch from St. Louis to Cairo is approaching record lows. Experts say that if barges stop moving, the potential impact on shipments of essentials such as corn, grain, coal and petroleum could reach into the billions of dollars.

    Drafts, or the portion of each barge that is submerged, are already limited to 9 feet in the middle Mississippi. If the river gauge gets to 3 feet at Thebes, the Coast Guard may be forced to limit drafts even further. Restricted drafts mean less cargo per barge. Officials with the trade group say that if drafts are restricted to 8 feet or lower, many operators will halt shipping.

    Lt. Colin Fogarty of the Coast Guard said the agency remains confident "we can still maintain a safe, navigable waterway despite the low-water conditions."

    But he acknowledged, "I'm not trying to paint a pretty picture here. We face very real, physical limitations at certain parts of the river that may inhibit barge operators because their vessels draft too much or push too much water."

    Contractors hired by the corps have been using excavators on barges to remove the rock pinnacles near Thebes, and performed the first series of explosions on the pinnacles Friday. Further decisions on when to blast will be made on a day-to-day basis, Petersen said.

    The corps released water from Carlyle Lake in southern Illinois earlier this month, a move that helped the river rise about 6 inches. Petersen says another release began Thursday, which will add another 6 inches of depth by around Jan. 6, a move aimed at trying to stave off barge restrictions.

    Fogarty said every effort is being made to help barges keep moving, but don't expect any magic turning point.

    "There is no silver bullet," Fogarty said. "This isn't a battle against the water. This is a campaign."

    Italy's borrowing costs rise ahead of elections

    ROME (AP) ? Italy's borrowing costs rose slightly Thursday in an auction of six-month bonds held in the wake of Premier Mario Monti's resignation and uncertainty about his participation in the campaign for February's elections.

    The Italian Treasury sold the ?8.5 billion ($11.24 billion) in paper Thursday, but the interest rate charged on the bond was 0.949 percent, up from 0.919 percent in November's auction. Demand was 1.57 times the amount on offer.

    Italy's borrowing costs have fallen over the past year thanks to a combination of the reforms introduced by Monti's technical government and the European Central Bank's offer to buy up bonds in countries struggling with their debts. However, Monti resigned last week after Silvio Berlusconi's party yanked support for his technical government. He remains on in a caretaker role.

    In his end-of-year press conference, Monti excluded running for office but said he would consider leading the next government if politicians who back his reform agenda request it. In the days since, he has published a detailed, 25-page political platform and urged like-minded politicians to back it. He sent his first tweet boasting of having saved Italy "from disaster" and calling for politics to be renewed.

    All of which has led to widespread speculation that it's just a matter of time before he becomes an official candidate, in one form or another. Italian newspapers on Thursday were full of speculation about Monti's behind-the-scenes jockeying, whether he'll head a ticket of likeminded politicians, his role in selecting other candidates to run, possible alliances and feuds that will be formed in the next two months.

    "No one understands if he'll remain neutral, if he'll head a Monti ticket linked to other like-minded tickets, or if he will lead a single ticket that absorbs all the centrist parties," analyst Luca Ricolfi wrote in Thursday's La Stampa, adding that it is unlikely that Monti himself has decided on what course to take.

    The center-left Democratic Party is ahead in the polls with about 30 percent of the vote, and is eager to see Monti fade from the political scene for fear that he will take away votes. Berlusconi's People of Liberty party trails in the polls and is even more openly hostile to Monti's jockeying after the he spurned Berlusconi's offer to lead a center-right ticket.

    The Democratic Party got a boost Thursday with the decision by the country's respected anti-mafia prosecutor, Pietro Grasso, to run for office under the party ticket. The ANSA news agency said Grasso would make the announcement official at a press conference Friday with the center-left's candidate for premier, Pierluigi Bersani.

    Berlusconi, meanwhile, has been on TV over the past few days, promising that if elected he would remove the property tax on primary residences that Monti re-imposed as part of his austerity measures. Berlusconi had cut the unpopular tax soon after taking office in 2008, at the start of his third stint as premier.

    Monti has defended the tax as both necessary and reasonable, given that most industrialized countries impose such a tax on homeowners' primary residence.

    Japan's new government sticks to three-year nuclear safety goal

    TOKYO (Reuters) - Japan's new government said on Friday it hoped to stick to a three year deadline to decide whether to restart all nuclear reactors after safety checks, despite the country's newly formed nuclear regulator saying the deadline was impossible to meet.

    Economy Minister Toshimitsu Motegi, who is also responsible for energy policy, said reactors would be restarted as units received the all-clear from the atomic regulator.

    "We will rely on the NRA (Nuclear Regulation Authority) to judge safety from an expert point of view and will not restart ones as long as safety is not confirmed," Motegi told a news conference.

    NRA Chairman Shunichi Tanaka said in an interview in the Asahi newspaper on Friday that completing safety checks within the three-year timeframe set by new Prime Minister Shinzo Abe will be impossible to meet.

    All but two of Japan's 50 reactors remain switched off after an earthquake and tsunami caused meltdowns and explosions at the Fukushima Daiichi station in northeastern Japan in March 2011.

    Atomic energy supplied about 30 percent of Japan's needs before Fukushima, but since the disaster support for nuclear power has plummeted.

    Abe's government, which was installed on Wednesday after a landslide election victory, has said it will take 10 years to decide on the best energy mix for Japan.

    "We have not decided on the policy of going zero-nuclear by the 2030s," Motegi said, referring to the previous government's policy.

    An order from former Prime Minister Yoshihiko Noda to restart the two reactors now operating in western Japan prompted the biggest demonstrations in the country in decades and contributed to his election defeat this month.

    The NRA, which still needs to draft new rules on safety, has signaled it will take a tougher stance on nuclear stations situated over possible seismic fault lines and prevent risky plants from restarting.

    If a review of a faultline under the operating reactors at the Ohi station shows it is active, the NRA will request a halt for the units, operated by Kansai Electric Power Co, Tanaka said in the interview.

    A panel of NRA experts this week confirmed its assessment that there are active faults under the Higashi Dori nuclear plant in northern Japan, which is owned by Tohoku Electric Power Co. The assessment means the NRA is unlikely allow the plant to restart.

    Childhood Obesity Rate Declining In Young, Poorer Kids (STUDY)

    (Reuters Health) - The number of low-income preschoolers who qualify as obese or "extremely obese" has dropped over the last decade, new data from the Centers for Disease Control and Prevention show.

    Although the decline was only "modest" and may not apply to all children, researchers said it was still encouraging.

    "It's extremely important to make sure we're monitoring obesity in this low-income group," said the CDC's Heidi Blanck, who worked on the study.

    Those kids are known to be at higher risk of obesity than their well-off peers, in part because access to healthy food is often limited in poorer neighborhoods.

    The new results can't prove what's behind the progress, Blanck told Reuters Health - but two possible contributors are higher rates of breastfeeding and rising awareness of the importance of physical activity even for very young kids.

    Blanck and her colleagues used data on routine clinic visits for about half of all U.S. kids eligible for federal nutrition programs - including 27.5 million children between age two and four.

    They found 13 percent of those preschoolers were obese in 1998. That grew to just above 15 percent in 2003, but dropped slightly below 15 percent in 2010, the most recent study year included.

    Similarly, the prevalence of extreme obesity increased from nearly 1.8 percent in 1998 to 2.2 percent in 2003, then dropped back to just below 2.1 percent in 2010, the research team reported Tuesday in the Journal of the American Medical Association.

    Whether kids are obese is determined by their body mass index (BMI) - a measure of weight in relation to height - and by their age and sex.

    For example, a four-year-old girl who is 40 inches tall would be obese if she was 42 pounds or heavier. A two-year-old boy who is 35 inches tall qualifies as obese at 34 pounds or above, according to the CDC's child BMI calculator. (The CDC's BMI calculator for children and teens is available here:.)

    The new findings are the first national data to show obesity and extreme obesity may be declining in young children, Blanck said.

    "This is very encouraging considering the recent effort made in the field including by several U.S. federal agencies to combat the childhood obesity epidemic," said Dr. Youfa Wang, head of the Johns Hopkins Global Center on Childhood Obesity in Baltimore.

    Blanck said between 2003 and 2010 researchers also saw an increase in breastfeeding of low-income infants. Breastfeeding has been tied to a healthier weight in early childhood.

    Additionally, states and communities have started working with child care centers to make sure kids have time to run around and that healthy foods are on the lunch menu, she added.

    Parents can encourage better eating by having fruits and vegetables available at snack time and allowing their young kids to help with meal preparation, Blanck said.

    Her other recommendations include making sure preschoolers get at least one hour of activity every day and keeping television sets out of the bedroom.

    "The prevalence of overweight and obesity in many countries including in the U.S. is still very high," Wang, who wasn't involved in the new study, told Reuters Health in an email.

    "The recent level off should not be taken as a reason to reduce the effort to fight the obesity epidemic."

    (AP) ? At Egypt's Pyramids, the desperation of vendors to sell can be a little frightening for some tourists.

    Young men descend on any car with foreigners in it blocks before it reaches the more than 4,500 year-old Wonder of the World. They bang on car doors and hoods, some waving the sticks and whips they use for driving camels, demanding the tourists come to their shop or ride their camel or just give money.

    In the southern city of Aswan, tour operator Ashraf Ibrahim was recently taking a group to a historic mosque when a mob of angry horse carriage drivers trapped them inside, trying to force them to take rides. The drivers told Ibrahim to steer business their way in the future or else they'd burn his tourist buses, he said.

    Egypt's touts have always been aggressive ? but they're more desperate than ever after nearly two years of devastation in the tourism industry, a pillar of the economy.

    December, traditionally the start of Egypt's peak season, has brought new pain. Many foreigners stayed away because of the televised scenes of protests and clashes on the streets of Cairo in the battle over a controversial constitution.

    Arrivals this month were down 40 percent from November, according to airport officials, speaking on condition of anonymity because they were not authorized to release the information.

    Tourism workers have little hope that things will get better now that the constitution came into effect this week after a nationwide referendum. The power struggle between Islamist President Mohammed Morsi and the opposition threatens to erupt at any time into more unrest in the streets.

    More long term, many in the industry worry ruling Islamists will start making changes like banning alcohol or swimsuits on beaches that they fear will drive tourists away.

    "Nobody can plan anything because one day you find that everything might be OK and another that everything is lost. You can't even take a right decision or plan for the next month," said Magda Fawzi, head of Sabena Management.

    She's thinking of shutting down her company, which runs two hotels in the Red Sea resort town of Sharm el-Sheikh and four luxury cruise boats on the Nile between the ancient cities of Luxor and Aswan. In one hotel, only 10 of 300 rooms are booked, and only one of her ships is operating, she said. She has already downsized from 850 employees before the revolution to 500.

    "I don't think there will be any stability with this kind of constitution. People will not accept it," she said.

    Tourism, one of Egypt's biggest foreign currency earners, was gutted by the turmoil of last year's 18-day uprising that toppled autocrat Hosni Mubarak.

    Scared off by the upheaval, the number of tourists fell to 9.8 million in 2011 from 14.7 million the year before, and revenues plunged 30 percent to $8.8 billion.

    This year, the industry struggled back. By the end of September, 8.1 million tourists had come, injecting $10 billion into the economy. The number for the full year is likely to surpass 2011 but is still considerably down from 2010.

    For the public, it has meant a drying up of income, given that tourism provided direct or indirect employment to one in eight Egyptians in 2010, according to government figures.

    Poverty swelled at the country's fastest rate in Luxor province, highly dependent on visitors to its monumental temples and the tombs of King Tutankamun and other pharaohs. In 2011, 39 percent of its population lived on less than $1 a day, compared to 18 percent in 2009, according to government figures.

    For the government, the fall in tourism and foreign investment since the revolution has worsened a debt crisis and forced talks with the International Monetary Fund over a $4.8 billion loan.

    Morsi has promised to expand tourism, but hotel owners and tour operators say he has yet to make clear any plans.

    Their biggest fear is new violence causing shocks like December's. Ibrahim, of the Eagle Travels tourism company, said that because of this month's protests, two German operators he works with cancelled tours. They weren't even heading to Cairo, but to the Red Sea, Luxor and Aswan, far from the unrest.

    But some in the industry fear that, with the constitution's provisions strengthening implementation of Shariah, Islamists will ban alcohol or restrict dress on Egypt's beaches, which rival antiquities sites as draws for tourism. Officials from the Muslim Brotherhood, from which Morsi hails, are vague about any plans.

    Ultraconservative Salafis, who are key allies of Morsi, have been more direct.

    Nader Bakkar, spokesman for the Salafi Nour Party, told a conference of tour guides in Aswan earlier this month that tourists should not be allowed to buy alcohol but could bring it with them and drink it in their rooms. Tourists should also be encouraged to wear conservative dress, he said.

    "We welcome all tourists but we tell them ... there are traditions and beliefs in the country, so respect them," he said. "Most tourists will have no problem if you tell them" to bring their own alcohol.

    One Salafi sheik earlier this year said the Pyramids and Sphinx should be demolished as anti-Islamic ? like Afghanistan's then-Taliban rulers destroyed monumental Buddha statues in 2001. Bakkar dismissed the comments as the opinion of one cleric.

    But tour guide Gladys Haddad sees the Salafis' attitude as a threat, saying the constitution should have said more to protect Egypt's pharaonic heritage. "We are talking about a civilization that they do not acknowledge. They see it as idolatrous."

    "Why would a tourist come to a resort if he can't drink?" said Fawzi, of Sabena Management. "People are coming for tours and monuments, and to relax on the boats. If they feel that restriction, why should they come?"

    Nahla Mofied of Escapade Travels said the Islamists might restrict what tourists can "wear and do" but, given its importance to the economy, "they may not destroy tourism fully."

    Complicating attempts to draw tourists back is the lawlessness gripping Egypt the past two years. With police supervision low, tourist touts increasingly assault guides and even tourists to demand business. In September, 150 tour guides held a protest against attacks by vendors.

    "We have struggled with this problem since before the revolution, but now the situation is completely out of control," Ibrahim said.

    At the Giza Pyramids, police seem indifferent to the touts. Camel-riding police even join in, pushing tourists to take rides.

    Gomaa al-Gabri, an antiquities employee, was infuriated at the sight, shouting, "You sons of dogs" and a slew of other insults at a policeman trying to get money off a tourist.

    "They're trying to take away my income," said the father of 11. "In Mubarak's time we wouldn't dare talk to them like this. Now I can hit him with a shoe on his head and he can't speak."

    For some tourists at the Pyramids, the chaos is part of the experience.

    "I just love it," British tourist Brian Wilson said. "You can't blame people wanting to make money."

    NEW ORLEANS (AP) ? Freezing rain and sleet made for a sloppy Christmas morning trek in parts of the nation's midsection on Tuesday, while residents along the Gulf Coast braced for thunderstorms, high winds and tornadoes.

    Winds toppled a tree onto a pickup truck in the Houston area, killing the driver. Icy roads already were blamed for a 21-vehicle pileup in Oklahoma, where authorities warned would-be travelers to stay home. Fog blanketed highways, including arteries in the Atlanta area where motorists slowed as a precaution. In New Mexico, drivers across the eastern plains had to fight through snow, ice and low visibility.

    At least three tornadoes were reported in Texas, though only one building was damaged and no injuries were reported, according to the National Weather Service. Tornado watches were in effect across southern Louisiana and Mississippi.

    More than 180 flights nationwide were canceled by midday, according to the flight tracker FlightAware.com. More than half were canceled by American Airlines and its regional affiliate, American Eagle.

    American is headquartered and has its biggest hub at Dallas/Fort Worth International Airport.

    Meanwhile, a blizzard watch was posted for parts of Indiana and western Kentucky for storms expected to unfold Tuesday amid predictions of up to 4 to 7 inches of snow in coming hours. Much of Oklahoma and Arkansas braced under a winter storm warning of an early mix of rain and sleet forecast to eventually turn to snow. About a dozen counties in Missouri were under a blizzard warning from Tuesday night to noon Wednesday.

    Some mountainous areas of Arkansas' Ozark Mountains could get up to 10 inches of snow, which would make travel "very hazardous or impossible" in the northern tier of the state from near whiteout conditions, the National Weather Service said.

    Elsewhere, areas of east Texas and Louisiana braced for possible thunderstorms as forecasters eyed a developing storm front expected to spread across the Gulf Coast to the Florida Panhandle.

    The holiday may conjure visions of snow and ice, but twisters this time of year are not unheard of. Ten storm systems in the last 50 years have spawned at least one Christmastime tornado with winds of 113 mph or more in the South, said Chris Vaccaro, a National Weather Service spokesman in Washington, via email.

    The most lethal were the storms of Dec. 24-26, 1982, when 29 tornadoes in Oklahoma, Missouri, Arkansas, Tennessee and Mississippi killed three people and injured 32; and those of Dec. 24-25, 1964, when two people were killed and about 30 people injured by 14 tornadoes in seven states.

    Quarter-sized hail reported early Tuesday in western Louisiana was expected to be just the start of a severe weather threat on the Gulf Coast, said meteorologist Mike Efferson at the weather service office in Slidell, La.

    Storms along the Gulf Coast could bring winds up to 70 mph, heavy rain, more large hail and dangerous lightning in Louisiana and Mississippi, Efferson said. Furthermore, warm, moist air colliding with a cold front could produce dangerous straight-line winds.

    The storm was moving quickly as it headed into northeast Louisiana and Mississippi into the late afternoon and early evening, said Bill Adams at the weather service's Shreveport, La., office.

    In Mississippi, Gov. Phil Bryant urged residents to have a plan for any severe weather.

    "It only takes a few minutes, and it will help everyone have a safe Christmas," Bryant said.

    In Alabama, the director of the Emergency Management Agency, Art Faulkner, said he has briefed both local officials and Gov. Robert Bentley on plans for dealing with a possible outbreak of storms.

    No day is good for severe weather, but Faulkner said Christmas adds extra challenges because people are visiting unfamiliar areas and often thinking more of snow than possible twisters.

    What Is Frankincense?

    You've probably heard that Frankincense was one of the three gifts brought to the baby Jesus by the three wise men, according to The Gospel of Matthew. But what the heck is it?

    Frankincense is the dried sap of trees in the Boswellia genus, particularly Boswellia sacra. These trees grow in Oman, Yemen and the Horn of Africa, including Somalia and Ethiopia. When dried, the sap is burned as incense and thought to have several medicinal properties. Frankincense producers wound the tree using a traditional chisel-like tool, after which a milky white sap leeches out of the hole, forming "tears." The first sap is not collected, and is thought to cleanse the wood of impurities, according to an Omani tour guide interviewed by the BBC. Once this dries, the hole is enlarged and deepened, after which sap comes out, dries, and is collected about two weeks later. ?

    The right stuff

    This tapping process is repeated several times at several points throughout the year, depending upon the region. After the stonelike gobs are gathered, they are put out to dry. The highest quality frankincense is silvery and clear, or with a slight green tinge. Brown-yellow frankincense is the most readily available and the cheapest type. In Oman, the best stuff is reserved for the sultan, Qaboos bin Said Al Said, and is hard to get outside the country, according to Slate.

    The frankincense-producing lands in Oman are perhaps the best known and most ancient source of the material. It's been traded there for thousands of years, and shipped on boats to the Mediterranean, India and China. The Romans wanted to get into this trade, the BBC reported, sending 10,000 troops to the area in the first century B.C. to conquer and control the commodity's production. But the Romans never got there, driven back by the heat and aridity of the desert.     According to Businessweek, the frankincense trade became the most lucrative in the world from 1000 B.C. through A.D. 400. For a time, it made southern Arabia the richest place on Earth, Businessweek reports. Herodotus wrote of the frankincense produced in this region, but warned that the trees were guarded by flying serpents.

    Woodsy and fruity

    Frankincense has a lemony, musky odor. As Jackie Spinner put it in her Slate piece, "I asked a dozen Omanis to tell me straight-up if they liked the smell, which is both woodsy and fruity, and ancient, which can describe a lot of smells, including my grandmother snapping Juicy Fruit gum in front of a campfire. ? Every Omani I pressed professed a great love for the smell." It is burned at Roman Catholic Masses and used in Arabic wedding and birth ceremonies. Asked why it was given to the baby Jesus, one Omani man told Spinner it was given "to ward off evil spirits and snakes."     Frankincense was once much more valuable and sought after, partially due to its supposed health benefits. But modern studies have revived an interest in the material. Some studies suggest Frankincense may have anti-cancer and anti-inflammatory properties.

    Unfortunately, Boswellia trees are in decline, due in part to over-tapping of trees to meet increased demand, as well as climate change. One study estimated the number of Boswellia trees could decline by 90 percent in the next 50 years. Another study, published recently in the journal Annals of Botany, hopes to correct that. It's the first time researchers have examined the tree's sap-secreting system, according to study authors, with results suggesting a maximum of nine tapping spots per tree. Due to high demand, up to 27 tapping spots are made per tree in some commercial sites in Ethiopia, according to the study.
